Description of research:
Irrigation and drainage systems play a very essential role in Vietnam where agriculture is critical for the economy. Although, benefits achieved by these systems are indispensible, performance of these systems is still low and fail to sufficiently meeting the water demand for socio-economic development. The irrigation and drainage management, especially at on-farm level are faced with some problems in aspects of structures, institution and finance.
Recently, the Government of Vietnam has promulgated a policy on irrigation fee exemption. According to this policy, system fee for irrigation management companies will be paid by the Government instead of by farmers as previously, while farmers still have to pay for on-farm irrigation fees. This policy has created significant impacts for Vietnamese farmers. However, effectiveness of this policy is still in questions.
The objective of this research is to analyse the impact and opportunities of the new water fee policy on irrigation service delivery and on on-farm water management and to propose policy, institutional and technical measures to improve the management and performance of irrigation and drainage systems in the Red River Basin of Vietnam.
